Dear Oak Bay Taxpayers:

I want to advise you of an issue that should be of concern to all. District of Oak Bay vehicle decals are being issued to non-resident businesses and individuals for preferential access to the Oak Bay depot at 1771 Elgin Road. The issuing of decals to non-residents has been a deliberate and sustained activity for many years and the decals now have wide distribution throughout the Capital Regional District.

There is also a constant stream of non-registered vehicles accessing the Oak Bay depot. As a result, Oak Bay taxpayers are on the hook for the cost of processing material from many municipalities within the CRD.

There are Bylaws and Policies in place to restrict access to only Oak Bay residents, but they are not being enforced. As a result, the gates at Elgin Road are open to everyone who wishes to dispose of their household and garden waste using the free services provided by Oak Bay.
